Just been to the sight and read the weapons of mass destruction rant. The phrase coiner was none other than Winston Churchill. I just read his speech. It was about the German war machine during WWII, the V2 and the attempt to make space weapons, atomic bombs and the like, and how all those evil scientists (including my Grandfather) had to be imprisoned, deprived of tools and communication with each other following the war to prevent a rebuilding of their "science of destruction". It was a really wonderful speech. Personally glad he didn't get his wish. Too much fear of the Russians collecting all the German scientists and their war machines to bother with all that imprisonment nonsense.
